When I discuss about city planning before that I hope It's better to describe about who are the stakeholders and also what are the parties were involving with city planning process. According to my understanding city planners always thinking about space. As we know generally city planners interlink with space. But on the other hand when we realize the space. The space should be erectly compain with people. therefore in this process we can assume people as a strong stake holder in city planning process.
And also I believe mostly when we do urban plan each and every planners must be think about general public aspect because of that people planning as a major role in urban planning.As we all are know planning as a multi disciplinary aspect there fore according to my understanding as we all are know what are the type of urban planning. In this case we can identify the urban planning can be include
1) Social planning.
2) Environmental planning.
3) Spacial planning.
Those things are the sub part of the urban planning. But in overall idea is when I consider those aspects. Those are make fore people . Because of that i would like to say about this question. finally I am comes with my own idea. It was the city planning for people.
